At present, twelve UN Agencies operate in Kyrgyzstan and are coordinated by the United Nation Resident Coordinator (UN RC) who is a designated official of the UN Secretary-General.

Agency's Background information: The Office of the United Nations High Commissioner for Human Rights works worldwide to protect human rights of all people assisting rights-holders to realize their rights and duty-bearers to ensure that they are implemented.
OHCHR has specifically identified Central Asia as an area for increased attention. It has had a presence in Kyrgyzstan since 2006 and in June 2008 officially opened a Regional Office for Central Asia in Bishkek following the signature of an Agreement with the Government of the Kyrgyz Republic. In accordance with its mandate the Regional Office engages with various partners on national, regional and international level to formulate and implement strategies, programme and measures for the promotion and protection of all human rights in the countries of Central Asia.

Structurally, OHCHR is considered as a department of the United Nations Secretariat. Headquarters are in Geneva, Switzerland with country and regional offices in different parts of the world.

Agency’s Background information: The World Health Organization (WHO) is the directing and coordinating authority on international health within the United Nations’ system. WHO was founded in 1948 to work for the attainment of the highest possible level of health by all people. WHO launched its activities in Kyrgyzstan in 1993. The Basic Agreement between WHO and Kyrgyz Government was signed in December 1994.

WHO has 4 main leadership functions:
- To give worldwide guidance in the field of health
- To set global standards for health
- To cooperate with governments in strengthening national health policies and programmes
- To develop and promote the rational use of appropriate health technology, information and standards.

Agency’s Background information: Since its establishment in 1991 and its presence in 1997 in Kyrgyzstan, UNODC has been entrusted with the responsibility for coordinating and providing effective leadership in global drug control and crime prevention activities. This includes the provision of support, technical cooperation and expertise to member states in their development and delivery of new drug control and counter-crime measures.

Kyrgyzstan is covered by UNODC’s Regional Office for Central Asia in Tashkent, Uzbekistan. In Bishkek, there is a sub-office which liaises with the Government of Kyrgyzstan as well as other international organizations, and coordinates UNODC’s activities in the country. The Regional Office in Tashkent is responsible for sub-offices in Bishkek (Kyrgyzstan), Dushanbe (Tajikistan) and Ashgabat (Turkmenistan), each of which assists in administering UNODC’s project portfolio.

UNODC’s Regional Office for Central Asia works in a region with large and dynamic drug and crime problems. As Kazakhstan, Kyrgyzstan, Turkmenistan, Uzbekistan and Tajikistan continue their challenging transition from post-Soviet independence, UNODC is assisting them in grappling with international drug trafficking, a growing drug abuse and HIV/AIDS epidemic, international and indigenous terrorist movements and pervasive corruption.

Regional UNIFEM office launched its activities in 1999 in three Central Asian countries (Kazakhstan, Kyrgyzstan and Uzbekistan). Since 2001, UNIFEM has been implementing programmes and projects in all twelve countries of the CIS region (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan). Regional UNIFEM office is located in Almaty, Kazakhstan. In Kyrgyzstan UNIFEM works towards achieving gender equality in compliance with its overall mission and mandate, and in particular, is focused on engendering National development strategies and policies, securing women’s land rights, building capacity around CEDAW implementation and monitoring, ending violence against women. Agency’s Background information: In 1995 UNHCR opened its representation in the Kyrgyz Republic to assist in protecting over 20,000 refugees from the civil war in Tajikistan. By now the Kyrgyz Republic has locally integrated half of these refugees by granting them citizenship, while another half voluntarily repatriate to Tajikistan.

Kyrgyzstan has taken a leading role in the Central Asian region in dealing with refugee issues: it ratified the 1951 Geneva Convention and 1967 Protocol, key international agreements related to refugees in 1996.  In 2002 it adopted a national Asylum Act and administrative structures to implement its resulting obligations in protecting and integrating refugees.  It has also established a special body responsible for dealing with refugee issues - the Department of Migration Services (DMS) under the Ministry of Foreign Affairs, which was transferred into the State Committee of the Kyrgyz Republic for Migration and Employment. In 2007 the Kyrgyz Republic revised its Citizenship Act greatly assisting in the prevention and reduction of statelessness.UNHCR is implementing a number of activities to support the further strengthening of the protection framework in Kyrgyzstan.

In addition to its Representation in Bishkek, UNHCR also maintains a Field Office in Osh, which is also the location of a UNHCR warehouse containing humanitarian emergency supplies for the whole Central Asia Region. Altogether, UNHCR in Kyrgyzstan employs four internationals (incl. one UNV) and 14 nationals (3 UNVs) staff.

Agency’s Background information: UNFPA began its assistance to the Government of the Kyrgyz Republic in 1992. The Fund's office in Kyrgyzstan was established in 1993. UNFPA is now implementing its Second Country Programme, which was formulated jointly with other UN agencies in the context of the UN Development Assistance Framework (UNDAF). The current Country Programme is planned over 4 years (2005-2009) and covers 2 main areas: reproductive health and population and development strategies.

In reproductive health, the programme focuses on improving services at the primary level, including activities to prevent sexual and mother-to-child HIV transmission. At the primary health-care level, the programme will build capacity in reproductive health service delivery in line with the “Manas Taalimi” National Health Programme and the National Strategy for the Protection of Reproductive Health.The programme also aims at improving the supply and distribution of reproductive health commodities to poor and vulnerable persons.

In the population and development strategies area, the programme supports capacity building in data collection, analysis, dissemination and utilization at the provincial level and helps strengthening national expertise in applied demography. It also supports research studies and capacity building for national strategy development. Gender issues are also addressed, mainly through advocacy and support to relevant NGOs.

Joint United Nations Programme on HIV/AIDS (UNAIDS) PDF Send Print

Agency’s Background information: UNAIDS is the Joint UN Program on HIV/AIDS, which unites 10 UN Agencies that work together as one team.  UNAIDS Secretariat has been active in the Kyrgyz Republic since 2003 and works through the UN Theme Group on HIV/AIDS and Joint UN Team on AIDS. At first UN Theme Group on HIV/AIDS was established in 1996. In July 2006 UNAIDS has coordinated the development of the Joint UN Team on AIDS and is working to develop a Joint UN Programme on HIV and AIDS, which highlights detailed technical and financial support provided by the UN family to the country response on HIV/AIDS. Main priority of UNAIDS is to support the Government in further implementation of the Strategic Document on HIV/AIDS prevention for 2006-2010, based on UNAIDS Technical Division of Labour. UNAIDS' mission in Kyrgyzstan is to assist Kyrgyzstan’s efforts to mount an effective and comprehensive response to HIV/AIDS.

Agency’s Background information: Established in 1951, the International Organization for Migration (IOM) is the principal Intergovernmental Organization in the field of migration. In May 1993, the Kyrgyz Republic became an observer state of IOM and IOM opened its office in Bishkek in 1996 at the invitation of the Kyrgyz Government. In November 2000 at the 80th session of IOM the Kyrgyz Republic was unanimously accepted as a member state of the organization.
Since its creation, IOM has been working in the Kyrgyz Republic in areas in which its experience and expertise may be most immediately and usefully applied, such as border management, migration policies, legislation, labor migration and counter trafficking activities in human beings. In concert with the Government, IOM seeks solutions to solve the problem of trafficking in people through legislative reforms, public information and assistance to victims.

Agency’s Background information: The ILO Subregional Office for Eastern Europe and Central Asia has worked in Moscow since 1959. The Office coordinates ILO activities in ten countries – Russian Federation, Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. In February 2007 the ILO established a post of the ILO National Coordinator (NC) who is responsible for activities in the Kyrgyzstan.  The NC works under the direct supervision of the Director of the ILO Subregional office for Eastern Europe and Central Asia (ILO) in Moscow.

Taking into account the high poverty index in Kyrgyzstan and the need to provide better choices to overcome poverty through income generation and formal employment, the ILO constituents, namely Ministry of Labour and Social Protection, State Committee for Migration and Employment, Federation of Trade Unions, and the Union “Confederation of Employers”, decided to consolidate their activities within the framework of the Decent Work Country Programme (DWCP), which was signed by the Kyrgyz constituents and the ILO on 24 November 2006.
