Terms of Reference
|
Under the overall guidance and supervision of the UNDP Principal Resident Representative for BOMCA and in close coordination with the Task Manager appointed by the European Commission, the Regional Programme Manager will:
- Serve as a resource person and support UNDP and the EC in developing strategies and programmes aiming to build national capacities for improved border management in Central Asia;
- Guide and supervise the overall implementation process of the BOMCA programmes within all five UNDP Country Offices in Central Asia;
- Foster complementarity of the BOMCA programmes with other donor programmes in the region, particularly other Commission activities and those of the EU Member States;
- Mobilise resources as cost sharing or parallel financing for the BOMCA Programmes within core and related fields of intervention;
- Ensure synergy with UNDP’s multi-sectoral approach to development ie. with UNDP programmes on poverty reduction, decentralization, conflict prevention etc.
- Ensure contractual and/or procedural obligations of the EC and UNDP are followed and fulfilled in timely manner

Background
|
Qualification requirements: - At least 15 years of senior project management experience in international development work and 7 years of experience in managing large-scale development projects;
- Advanced university degree in political science, public administration, law, development studies or field relevant to international development assistance or possession of equivalent police, border police or customs service rank;
- Knowledge of border management issues in transition states, and sound knowledge of the Central Asian region would be an asset;
- Knowledge of EC procedures would be an asset.
- Experience with resource mobilization from bilateral and multilateral donors;
- Full proficiency in English; knowledge of Russian would be an asset;
- Good communication skills, written and oral;
- Computer literate.
