The first seminar - entitled “Protecting Human Rights in Kyrgyzstan” – illustrated the different instrument Kyrgyz citizens have to protect their rights under IHL. Mr Erlan Alimbaev, lawyer, National United Nations Volunteer and Legal Specialist in Regional Office of the United Nations High Commissioner for Human Rights (OHCHR), introduced the instruments all Kyrgyz citizens have to protect their rights in front of national authorities and international bodies - with a special focus on OHCHR procedures. Particular attention was paid to the concept of Human Rights and Freedoms and to human and personal dignity. Following the introduction, the 26 participants had the opportunity to actively interact with Mr Alimbaev on, among other issues, the European procedures as opposed to the national ones.
Other seminars planned from September 2009 onward will deal with specific and practical issues such as “Protection of women from domestic violence”, “Protection of children”, “Human Rights and Counter-terrorism”, “Developing Kyrgyz Legislation in harmony with IHL” and “Pre-Trial, Trial and Detention rules in KG compared to international legal standards”. The seminars' working language will be Russian.
The series of seminars, organized by the Regional Office of the High Commissioner for Human Rights (OHCHR) and the United Nations Volunteers program in Kyrgyzstan together with the League of Volunteers and the League of Young Lawyers has been thought to satisfy students’ curiosity and need for a deeper international perspective on their national legal system.
